GENERAL DESCRIPTION
The Data Services Supervisor leads and coordinates the activities of the County’s Data Services team, ensuring the performance, availability, integrity, and security of structured, semi-structured, and unstructured data assets across the enterprise. The Data Services Supervisor provides technical expertise for all IT teams for database management, planning, development, security, integration, maintenance and monitoring for the county’s large portfolio of relational databases.  Provides leadership in the development and enforcement of data governance functional processes, standards, and best practices to ensure effective lifecycle management of data. Provides advancement of the County’s data analytics capabilities in alignment with organizational goals.

ESSENTIAL JOB FUNCTIONS
~ Supervises the daily operations of the Data Services team including planning, assigning, and reviewing work
~ Provides accountability for database strategy as a part of adherence to IT’s Enterprise Architecture standards, through coordination with related infrastructure and application solution teams providing storage, servers, networks, cloud environments and systems and integration
~ Oversees the design, implementation, and maintenance of databases, repositories, and related data systems
~ Provides oversight for data governance initiatives, ensuring policies and standards are applied across structured (SQL databases, content repositories), semi-structured (email), and unstructured (file systems, Teams, SharePoint, video, social media) data sources
~ Establishes and enforces data quality, metadata management, classification, retention, and access control policies, in cooperation with the Information Security team
~ Develops strategies to ensure compliance with data security, privacy, and regulatory requirements
~ Coordinates with business units to understand data needs, promote data stewardship, and ensure alignment with County objectives
~ Guides adoption of enterprise tools for data cataloging, lineage, and governance monitoring
~ Prepares documentation and reports on system performance, data governance compliance, and emerging risks
~ Oversees implementation of disaster recovery and business continuity strategies related to data systems
~ Mentors and trains team members in database administration, data governance practices, and enterprise tools
~ Serves as a liaison between IT, business stakeholders, and external partners on matters related to data governance and database systems
~ Leads development and implementation of the County’s data analytics program, ensuring reliable access to accurate, timely, and well-governed data for business intelligence, dashboards, and advanced analytics
~ Oversees the integration of data governance principles into analytics platforms and tools to maintain consistency, accuracy, and compliance, supporting responsible use of AI in the process
~ Promotes data literacy and analytics adoption across the enterprise by providing guidance, training, and support for business units leveraging analytics tools
Requirements
REQUIREMENTS/PREFERENCES
Education:
Required: Any combination of education, experience and training equivalent to the following: Bachelor's degree in computer science or related field; and/or 7-10 years' experience in database administration with at least 5 years in Microsoft SQL Server. 2-3 years' Supervisory experience. 
Preferred: Bachelor’s degree in Data Management, Data Analytics or Data Science, or related field.
Experience:
Required: Five (5) years of progressively responsible experience in database administration or data management. Two (2) years of supervisory or lead experience. Preferred: Experience with enterprise data governance frameworks and analytics program development.
Certifications/Licenses:
Required: Valid Virginia driver’s license with good driving record. 
Preferred: Certifications such as CDMP (Certified Data Management Professional), DGSP (Data Governance and Stewardship Professional), Microsoft SQL Server, or equivalent. Certifications in data analytics or business intelligence tools (e.g., Power BI, Tableau, SAS)
Knowledge, Skills and Abilities:
Knowledge of database design, administration, backup/recovery, and performance tuning. Knowledge of data governance principles, including data quality, metadata, and information lifecycle management. Knowledge of data analytics practices, reporting frameworks, and business intelligence platforms. Familiarity with structured, semi-structured, and unstructured data technologies. Understanding of regulatory compliance (e.g., GDPR, HIPAA, CJIS) and data security best practices. Skill in supervising staff, managing projects, and allocating resources. Strong analytical, problem-solving, and communication skills. Ability to lead enterprise-wide initiatives and gain consensus across diverse stakeholders. Ability to translate business needs into technical solutions through analytics and data governance alignment.

Must be a United States citizen or a lawful permanent resident of the United States and eligible for naturalization. Employment is subject to a complete criminal history background search with acceptable results.
