*JOB SUMMARY* The VP Information Systems - Coverage System is responsible for planning, developing, and implementing information technology (IT) solutions for Baylor Scott and White Health (BSWH) Care Coverage System, which may include new and existing applications, systems architecture, network systems, enterprise-wide systems, computer operations, information security, service management, and telecommunications. Leads system design, analysis, programming, installation, configuration, quality reviews, and user acceptance of BSWH software, hardware, and systems technology. Directs the development and analysis of business requirements, system specifications, and system integration considerations to determine appropriate IT solutions for BSWH. Establishes and directs IT strategies, initiatives, programs, policies, processes, procedures, and standards to meet the IT needs of the organization in accordance with BSWH business objectives. Identifies, recommends, and implements changes in software, hardware, and systems technology in collaboration with various BSWH departments and leadership. Assesses and directs the IT function and develops plans for improving IT solutions through increased efficiencies to achieve desired service, security, and cost levels. Develops functional plans for managing IT resources, including activities to be performed through third-party relationships to best manage the BSWH IT systems. Provides guidance on high priority IT projects, information system integrations, IT industry trends, and current and future IT investments needed to support BSWH business objectives and future growth. A system Vice President (VP) develops strategy and business plans for one or more business units or functional areas. Business unit or area may include a level of smaller entity vice presidents (e.g., small hospitals, clinics, etc.). Leads strategy development and execution, identifies resourcing needs, and provides guidance for significant tactical decisions. Focuses on current-year operations and participates in establishing multi-year strategies and business plans. Erroneous decisions at this level tend to have a long-term negative effect on the success of the organization. Leads and directs a large division, multiple departments, or a single business unit. Typically directs multiple levels of subordinate vice presidents (entity/region), directors, and/or managers covering varied disciplines and skill levels. Has managerial accountability for staffing and budgets for a large span of control (at least 2 directors/managers) or is over a critical but small staff function. Exercises wide latitude in determining objectives and approaches to critical assignments. Responsible for executing a portion of the business strategy. *ESSENTIAL FUNCTIONS OF THE ROLE* : 1. Oversees one or more of the major areas within the IT function for BSWH. 2. Leads the development and implementation of IT strategies, policies, initiatives, guidelines, and practices to support the organization's technology plans and support BSWH business objectives. 3. Collaborates with senior leadership to prioritize key technology initiatives, develop associated budgets, and resource plans, and agree timelines for delivery. 4. Oversees the IT application portfolio and its cost-effectiveness, including workflow transformation, enterprise architecture, enterprise data management, contract management, service delivery, and strategic alignment. 5. Leads the development and implementation of an Enterprise Data Management strategy that encompasses Health Information Exchange, System Integration, Data Storage, Analytics, and Data Delivery. 6. Oversees both the portfolio management and enterprise architecture functions to ensure strategic alignment to business and deployment of standard technologies. 7. Establishes system-wide governance councils to review, prioritize, resource, and fund IS-related initiatives. 8. Identifies, negotiates, and approves hardware, software, and services contracts and external vendor agreements partnering with the legal department, supply chain, compliance, finance, and other departments. 9. Oversees continuous improvement efforts, such as decreasing turnaround times, streamlining work processes, and enhancing service quality. 10. Applies knowledge of healthcare IT trends and advancements to recommend and assess new IT services, systems, and technologies. *KEY SUCCESS FACTORS* 1. Bachelor's degree in IT, computer engineering, or related field preferred. Master's degree preferred. 2. 7+ years of experience in IT Management or related field. 3. 3+ years of leadership experience. 4. Strong knowledge of IT technologies, including server, virtualization, networking, and storage. 5. Experience leading large technology deployments and initiatives, preferably in healthcare environment. 6. Technical or security management certification preferred, such as Certified Information Systems Security Professional (CISSP). 7. Strategic thinker and proficient in decision-making. 8. Excellent written, verbal, and presentation skills. *QUALIFICATIONS* - EDUCATION - Bachelor's or 4 years of work experience above the minimum qualification - EXPERIENCE - 7 Years of Experience
